Also, I would say cannot be A or D, since when restoring custom fields, you just need to add them to any page layouts that changed during the time the custom field was deleted, but if reports and page layouts were not edited, the restored field remains on them.
So, I would go for C, as when a custom field is deleted, it is placed into the Recycle Bin. Despite some considerations, if it has been a soft deletion, record can be restored without issue through the user interface from there.
