Reviewing it first (C) gives immediate clarity on why the project exists, what success looks like, and what boundaries must be respected-especially important in a hybrid environment where governance and delivery approaches may vary. A kickoff meeting (A) is important, but it is most effective after the project manager understands the charter so they can frame the discussion and confirm alignment. Assessing the project management plan (B) is valuable once the charter is understood; the plan is detailed and can be time- consuming without a clear "north star." Sharing objectives with the team (D) is also important, but it should be grounded in the charter to avoid miscommunication. The charter provides the foundation for effective leadership, stakeholder alignment, and early decision-making.
