Option A: Sharing Set for the Distributor profile
Sharing Sets only apply to Customer Community licenses, not Partner Community.
Since Partner Community users have access to custom objects, and more advanced sharing, this is not applicable.
Criteria-based sharing rules are available for partner community. They shouldn't be used here because there will have to be 1 rule (and 1 group) per account, but 1 set will work for all accounts.
