View access -> allows you to view the reports or dashboards in a folder
Edit access -> allows you to view and save the reports or dashboards in a folder
Manager access -> allows you to view, share, save, rename, and delete the reports or dashboards in a folder
Manage Reports in Public Folders -> allows you to create, edit, and delete reports, and manage their sharing in ALL public report folders
If you have viewer/edit access, you cannot share report folders.
It doesn't specify if the user need access level to share report, so the minimum access to report folder is "Viewer" and will have access to the report, A and C.
