If you remove the "Read" permission on all other profiles, you prevent that other users can access the records that they own, which doesn't make sense since the only requirement that you need to fulfill is to ensure that the record owner (and admin) can access the record, and you get it with options A and D.

Correct answer should be A and C, since if you remove "view all" from all the profiles, it doesn't mean that access will be completely removed for the other profiles. As "read" access removal should "by default" remove also "view all", C is a more suitable response than D. The owner of the record already have proper access to the record (will be able to create it)
