Permission Sets are due to replace Profiles and so it is unlikely this question will reappear any time soon. The Permission Sets are used to open up access (as per the previous comments). In the future, when Profiles are a deprecated feature, then 'A' will be the correct answer.

Permission set is always to open up access not restrict.

Permission sets are not ment to restrict wider access giren through the profile. B is the correct answer
