For Knowledge article migrations, you import articles as HTML inside a .zip; images are referenced from that HTML (usually via relative paths) and included in the same .zip package. That’s the model Salesforce’s Import Articles tool expects.
Why the others are wrong:

Ensure each image is < 25 MB — inline images in rich text have a ~1 MB upload limit and must be GIF/JPG/PNG, so 25 MB is not the relevant constraint.
Change all images to JPEG — not required; PNG and GIF are also supported.
