The system status created (CRTD) means that a WBS element has been created but not yet released. A WBS element with system status created (CRTD) can be used for planning purposes only and cannot be used for execution purposes. However, one exception is that you can create purchase orders for external services or materials with reference to a WBS element with system status created (CRTD).
