C. here are my findings. I spent some time trying to create the scenarios.
A = I reproduced the scenario and guess what ? there is no firewall rule for the load balancer. It does not exist. The LB has no Internal IP. Whatever it comes in HTTP(S):80 to the External IP it gets redirected to the httpproxy/backend/instance using the internal network. The rule that may interfere is the firewall rule to open port 80 of the tagged servers that “belongs” to backend service (vm instances in the instance group).
B = Read carefully what is being porpposed and you will see it does not make any sense
C = It has to be this. The health checker is not able to reach instances
D = I did check and there is no need for the instances to have external ips. Everything worked with no external ips
