For this question, refer to the TerramEarth case study.
TerramEarth plans to connect all 20 million vehicles in the field to the cloud. This increases the volume to 20 million 600 byte records a second for 40 TB an hour. How should you design the data ingestion?

Because of that i still think you need pub/sub

Answer is D
New Scenario is all 20 million vehicles are cellular connected and this is now a streaming instead of file copy (batch). That means options A and C are no good. In all solutions I see in google there is no solution that opts to stream directly to BigQuery. It goes to Pub/Sub and then to BigQuery. Check this

A -Vehicles write data directly to GCS - is right answer, there was a study case with approx the same conditions (millions tiny files with per hour rate)

by using the BigQuery API, you can ingest millions of rows into BigQuery per second

@testtaker this is a scenario where they are all cellular connected, so this is how the design should be if it no longer is the batch case

Andrey - Ok I understand you point. Answer 'A' could be good also but considering the case study they (will) use Pub/sub for ingestion.

I think the correct answer is D, since:
A - what GCS? Which service?
B - This too huge amount of data to be written into BigQuery which is not good for ingest heavy tasks
C - From the other questions we know that the company migrated the system from FTP
