B. You first priority is to communicate with the regional carrier stakeholders developing a Communications Plan to share main features and discuss opportunities with them.

C. Using the business scenarios technique you would identify supporting and not supporting stakeholders.
Then you would list the set of viewpoints that are addressing the stakeholder concerns and share these with them.

D. You conduct a pilot proof of concept during Phase A to demonstrate the technical feasibility to the stakeholders explaining the approach available from your preferred suppliers.
