Answer: C. The Master Detail provides access to child record when someone owns parent record.
A - is incorrect answer as Sharing rules are not applicable for external users and sharing rule cannot use lookup fields and formula fields to define criteria.
B & D are incorrect coz they open up the access to everyone, but the ask is to open up access only if they own accounts.

C - Meets the criteria. OWD are private for both and using role hierarchies.
Sharing rules can't set access based on a lookup field (However, Sharing sets could do the job)
