C is correct
After the workflow updates the field it is like a normal field update it will start all the operations again such as validation rule etc. so when it reaches trigger execution then the updated value will be in Trigger.new and existing value will be in Trigger.old. So in simple words, your trigger will get the updated value doesn't matter if it is updated from UI or from workflow update
