Identity Connect would have been a good option if the requirement was to that Active Directory must be the source of truth of all user permission control, and any change in AD should automatically apply to Salesforce.
However, that is not the requirement here. If the only requirement is to authenticate, SSO can be set up with AD without Identity Connect. Plus IC costs more money, and it says to limit cost.
