It's important to avoid duplicate records. Duplication rules can help to find dupes and inform/block users to create/edit. A good integration has a mandatory master external ID, other systems could also have their external id, however not mandatory.
FSC has a feature where you can group contacts that looks similar, duplicate rules only ensures that the user is notified and blocked from creating a new record, am I wrong ? please check this answer
