I think is D.2. Because is a before update, not before insert. First, the workflow rule is executed, then the trigger because it was updated.
I think the answer should be B.3 because the workflow rule makes the before update trigger run once again. First the trigger increments count to 1, the the workflow rule is executed and the before update is triggered again, so count is doubly incremented to 3
