I also think the answer is C. Besides in another Q&A app, C was selected as the correct answer.
It says, "The email accounts for the new representatives will NOT be active until they start." So if new user setup ahead of time. we can create user by uncheck generate new user & assign records, list views & other.
We can do this By OPTION C
