Adding step comments and guide comments is not an action that you can perform from the Content Editor. This action can only be done from the Full Editor, where you can access the Comments tab and add comments for each step or guide1. The other two options, B and C, are both actions that you can perform from the Content Editor. In the Content Editor, you can delete a step from a Process Guide by clicking the trash icon next to the step name in the left panel2.
