Talent development should connect learning directly to workplace performance rather than treating course creation as an isolated organizational function. The most effective relationship therefore integrates learning with performance consulting. A TD professional identifies the required business and performance outcomes, compares them with current performance, determines the causes of any gaps, and recommends the intervention most likely to address those causes.
Training is appropriate when employees lack necessary knowledge or skills. However, performance problems may instead originate from unclear expectations, ineffective processes, inadequate resources, poor incentives, environmental barriers, or insufficient feedback. In these cases, a learning program alone will not solve the underlying problem.
Option A restricts the learning function to producing instructional assets and therefore overlooks its broader performance role. Option C places primary responsibility for diagnosis on managers and positions TD principally as a course producer. Option D overcorrects by implying that learning should become secondary to non-learning solutions.
