"Custom metadata types are customizable, deployable, packageable, and upgradeable application metadata. All custom metadata is exposed in the application cache, which allows access without repeated queries to the database". Also, getAll() is being supported.

Why not in a list custom setting??
Optimal --> Get from Cache for custom setting record instead of querying custom metadata(Query counts in gov limits).
