Business users cannot select any email at the time of sending. They can only select from the preapproved emails that are configured by the admin in Marketing Cloud.
The DM administrator Profile is not required to access Distributed Marketing. The admin can use
any Profile that has the appropriate permissions and settings for Distributed Marketing
