As a soft justification - I think the question is about deactivating a user in salesforce as soon as the employee is deactivated in HR system. In that case, we don't need to worry about data access prevention requirements/volume. Just see how the employee data can be received into salesforce via inbound integration.
B is correct in the practical context.
