I think key here is "start sharing some of the information" and "UC wants to start sharing some sales data (orders)" . notice it says "some" not all. B and C will send everything, A is out of question

So only choice remain is D, where control is with end user, and they choose what they want to send for forecasting.

Not an ideal situation for a real-world issue.

Why D? It defeats the purpose of forecasting if submitting inputs to forecasting system is left to end users.
