That's a tricky one.
A. is misleading. Although HR Service Center App is available in Enterprise and Unlimited Editions only ( https://help.salesforce.com/s/articleView?id=sf.hrsc_service_center_app.htm&type=5 ) - the HR user profile isn't - son not A)

C. doesn't make sense at all ( privacy can and should be protected with native functionality: sharing and permissions

D. same as A.

so B. but something is cheesy with this answer as Salesforce hierarchy IS NOT an organizational structure... ( it's a sharing structure)....

There is nothing called Employee Cloud yet, so can't be D. Ans is correct - B. New app should be part of main org to leverage it's structure.
