Dataguard backup is possible with Active Data Guard, as the database is open in Read Only mode. Doc ID 1419923.1
For minimal cost, Active Data Guard is not a valid option while GoldenGate is free to use in OCI.
As there is no need for Bi-directional replication as the "auxiliary" RAC, so the answer is D.
Datagard cannot take backup from secondary. and there will be data loss and datagard is async.
Option C is only possible.
