It should be YES, from command prompt you need to write az login to logon to azure, and than run the command.
I found this explanation about answer NO, I think is wrong, because you always must login to azure from cli.
The command can be run from PowerShell or the command prompt if you have the Azure CLI installed. However, it must be run on the Windows 10 computer, not in Azure.
