Should be D. irb 1 just a gateway for host 1 and host 2. host 1 and host 2 are in same subnet, so in the same vlan, they are not crossing irb1, they are communicating directly. So the firewall filter doesn't work. Even the block-host filter attached the right direction of irb1, it won't work too.
