In Citrix Profile Management, there is a GPO that can be specifically configured to block folders and files from profile synchronization.
AppData\LocalLow: the files under this folder are almost low importance, and this folder is excluded by default in Citrix Profile Management INI file.
AppData\Local: many apps writes their application data to AppData\Local, such as temporary data, cache files and other junk that does not and should not persist, causing this folder bloat. Also some files under AppData\Local, such as DAT file or INI files which contain all the user important personalization settings.
