I don't know which one is correct. According to some websites Email-to-case only allows 2500 cases per day but supports attachments over 25Mb. On-demand email-to-case allows 1000 cases per license up to a maximum of 1000000 but does not support attachments larger than 25Mb. In the web site posted above I think it talks about on-demand email-to-case because the features it indicates are precisely these.

Email-To-Case supports only up to 2500 cases per day.
